HMDA rejects plea of 69 colleges to regularize buildings

HYDERABAD: The Hyderabad Metropolitan Development Authority (HMDA) has rejected Building Penalization Scheme (BPS) applications of 69 professional colleges and other educational institutions located in the surrounding areas of the city for not complying with rules and requirements for regularization. Though the HMDA can demolish the unauthorized buildings at any time, the officials are going slow on the managements.

Nearly 170 professional colleges, mostly engineering colleges, had applied for regularization of their illegal buildings after the HMDA served notices on them a couple of years ago. While some college managements had taken ground+2 floor permissions from gram panchayats and raised additional floors illegally, others had constructed buildings without obtaining any permission.

When the BPS scheme was announced in 2008, only a few colleges approached for regularization as they were under gram panchayats of surrounding areas. In 2008, the HMDA was created by merging nearly 800 villages and some municipalities. Since many did not apply for BPS, HMDA had slapped notices on the institutions to get their illegal buildings regularized, giving them time till May, 2012.

Of 170 applications, many were rejected due to non-submission of change of land use certificate, not having an approach road and not conforming to master plan. Some managements did not provide documents, while some had not paid the balance penal amount.

For instance, the application of CMR Educational Society at Gundlapochamapally was rejected as the land use was not permitted as per the master plan. Similarly, applications of Nova Educational Society (Bata Singaram), Gayatri Education Society (Korremula) and Vignan Vidyalaya (Nizampet) were also rejected.

HMDA director (planning) Ziauddin said the managements of the colleges were informed about rejection of their applications. “Some rejected applications, where managements have to pay balance penal amount, may be reconsidered by the authority,” the director added.
