HYDERABAD: In a bid to curb unauthorized constructions, the Greater Hyderabad Municipal Corporation (GHMC) has decided to provide copies of sanctioned building plans to neighbours of building applicants.

Neighbours, on all three sides of a prospective construction site, would get sanctioned plans free of cost soon after a building permission is approved by the corporation. They could bring to the notice of GHMC town planning wing if the builder/owner raises unauthorized floor or takes up construction in deviation of the sanctioned plan. The corporation would stop construction and initiate action against the builder/property owner immediately.

"The corporation will start providing sanctioned building plan copy to neighbours to new buildings in a week. This will help the corporation prevent unauthorized constructions to a great extent," GHMC additional commissioner (Planning and Projects) D Ronald Rose told STOI.

In case of vacant plots in neighbouring site, the plans would be provided to property owners on showing some proof of owning the property.

A decision to this effect has been taken by the corporation to stop unauthorized construction in the initial stages itself. Several thousands of unauthorized constructions have come up in the corporation and the town planning staff was unable to stop them. There were allegations that some town planning staff were hand-in-glove with builders and turning a blind eye on these illegal structures.

Officials claim some measures like taking photographs of ongoing constructions under Off Site Real Time (OSRT) system and insisting on occupancy certificate (OC) for getting water and electricity connections have been helping them to curb illegal constructions to a great extent.

GHMC insists that every building owner or builder must exhibit approved plan with details showing elevation and section for prospective property buyers to enable them to purchase flats, shops and other purposes. However, many property owners, builders and developers violate this and do not display building plans while constructing the building.

"Most prospective property owners are not aware about these procedures and enter into purchase agreements with such builders. People then approach GHMC for redressal of their grievances. At that stage, GHMC can do little except take action on deviations," the additional commissioner said.

To prevent this, the additional commissioner said the GHMC started placing approved plans on its website a couple of years ago. The citizens would know the actual permission granted for various categories of buildings before entering into a purchase agreement with a builder on its website.

The officials said it was always better that the neighbours know about work being carried out in their vicinity. They might be concerned about work which might affect them like setbacks as structures could take away some of their light or spoil a view from their windows.

The GHMC gets such complaints almost every day. If the neighbour's worries were genuine, the builder could modify their plans and carry out construction as per the plan. "The corporation will also give certified copies of ongoing constructions if anybody wants on payment," Ronald Rose added.
