HYDERABAD: The registration and stamps (R&S) department is making efforts to implement the revised citizen’s charter to provide better services to the people, but technical glitches have put a spoke in the wheel. Claiming computer glitches and server problems, sub-registrar offices (SRO) are taking nearly a month to hand over registration documents (sale deed) to people, which is supposed to be done in a day.
Over 150 registered documents have to be scanned and handed over to people at the Marredpally SRO. Similarly, over 100 documents are pending at the Kukatpally office. The scene is similar at other SROs in Hyderabad and Ranga Reddy district, with people making several rounds of the offices.
“We completed registration of our property at the Marredpally SRO three weeks ago. So far, the sale deed document has not been scanned and handed over to us. The officials asked us to come after a week,” Brajesh Kumar, a software engineer, said.
Similarly, Mee Seva centres, which have been entrusted the work of issuing certified copies of encumbrance certificates (ECs), are taking two weeks to issue them while as per the citizen’s charter it should be done within an hour.
However, SRO officials say things are not in their hands. “Whenever there is a technical or network problem, the officials ask us to contact the National Informatics Centre (NIC), which has done computerization. They in turn ask us to wait for some time or contact Tata Consultancy Services. Sometimes, due to non-availability of network, we are forced to do the work manually,” R Srinivas, sub-registrar of Kukatpally and president of Telangana Registrar Services Officers’ Association, told TOI.
While SROs blame the R&S department for the frequent technical problems, department officials claim that problems existed right from the time online registration and computerization of registered documents was introduced. Some officials even suspect that staffers at some SROs are deliberately creating problems to discourage computerization of services.
But sub-registrars dismiss such allegations. “There is no alternate power facility at our office as the inverter got burnt a month ago. We are not able to carry out registration when power shuts down. The officials are not responding to our letters pertaining to scanners and other technical problems,” Y Yadagiri Reddy, sub-registrar of Marredpally told TOI.
When contacted, joint inspector-general, R&S department, G Subbarayudu, said technical problems were being attended to immediately and computerization of records was almost complete.
