RANCHI: Speaker Shashank Shekhar Bhokta issued a showcause notice to the managing director of the Greater Ranchi Development Agency (GRDA), N N Sinha, for inordinate delay in preparation of building plan and detailed project report (DPR) of the new assembly building.

Convening a high-level meeting with chief secretary Sudhir Prasad and principal secretary of building construction department Sukhdeo Singh, Bhokta expressed his displeasure at the lackadaisical attitude of the implementing agency (GRDA) in preparing the DPR and building plan, allowing them a week's time for coming up with the requisite papers.

"It's a matter of grave concern that despite regular meetings and clear-cut instructions about preparation of DPR, the agency has failed to complete it even after six months," Bhokta said, ordering the assembly secretariat to issue show-cause notice asking the Sinha to explain why should contempt proceedings not be initiated against him for delaying the preparation of plan and DPR inordinately, despite giving assurances in front of the speaker during previous meetings.

The chief secretary expressed shock at the fact that while GRDA was formed to focus on development projects in a time-bound manner considering that the building construction department is already overburdened, it has failed to accomplish the task at hand.

The speaker directed the GRDA officials to come up with the design and DPR of the new building on August 27 and clarify if there was any hurdle in construction of the building at Kutey village where the foundation was laid by the chief minister in January this year amid protests.

"The GRDA should also consider constructing a new building at the same place where the present assembly is functioning after dismantling the old one," Bhokta said, citing the example of the Chhatisgarh assembly building in Raipur.
