DELHI: The Delhi government is now set to steer regularization of over 200 colonies out of the 1,639 colonies that did not have 50% built up area on 2007. According to the 2008 guidelines laid out by the Centre, the colonies were to have 50% built-up area as on 2007 to get a “legal” tag. With the relaxation of norms, the state is hopeful of highlighting almost 1,400 colonies as regularized before the model code of conduct for the assembly polls in declared.

So far almost 1,025 colonies have been cleared as regularized. The state is now armed with an in-principle approval of the union urban development ministry to ease norms for regularization. The state government, going all out to woo the “aam admi” with pre-poll sops, has got approval to take up development work here.

The in-principle approval came through at a meeting between the CM and the union urban development minister. The state’s urban development department had, in a letter, sought relaxations in Master Plan 2021 and building control norms to enable regularization on an “as is where is” basis in colonies that were on the list but were unable to meet town planning and fire safety criteria. The urban development ministry is likely follow up with an order laying out the parameters of the relaxations given.

The letter also said local bodies believed there was a marked change in the number of plots submitted by RWAs in 2007-2008 when compared to the present time. The boundaries for these colonies have been fixed based on aerial survey images and 50% built-up area in 2007. There are plots of less than 32 sq metres as against the provisions of MPD-2021 and the width of roads may not meet the fire safety norms. “Existing ground realities cannot be ignored. The MPD norms may require relaxation,” the state urban development department had written.

The department had suggested that the “only way forward could be to regularize the colony by relaxing MPD-2021 and building control norms subject to certification of structural safety by a architect or engineer”. To justify this, the department said norms of MPD-2021 may be made applicable to unauthorized colonies during incentivized redevelopment.
