DELHI: The Delhi Development Authority flats for EWS in Dwarka may find their inhabitants soon. Low-cost housing was the prime focus of the authority meeting which was chaired by Najeeb Jung, lieutenant governor. It was then unanimously decided to allot these flats to eligible beneficiaries in nearby JJ clusters and the process for identifying them may begin in a month, said sources. However, the authority is yet to work out a finance model for recovering the cost of these flats, which are priced higher than most EWS projects.

The allotment of economically weaker sections (EWS) flats was the priority in the Friday meeting and is expected to be the main issue in the next meeting also. “Low-cost housing is a priority and a number of slum clusters have been surveyed for eligible beneficiaries. The EWS flats in Dwarka will be part of DDA’s resettlement policy and not any housing scheme. Allotments should begin soon,” said non-official member Harsh Vardan. The 2,400 one-bedroom flats in Dwarka have been ready for the last few months. According to sources, some slum clusters in Vikaspuri have been surveyed already by DDA.

While the allotment process is underway, DDA is trying to work out the cost. Each flat is priced at approximately Rs 11 lakh. Since DDA has not followed the Rajiv Gandhi Awas Yojana (RAY) criteria, a source said, the financing of the flats may not fit into RAY or Delhi government guidelines for DUISB-created houses.

“DDA has not approached ministry of housing and urban poverty alleviation as these flats were to be allocated as general housing. HUPA is being approached to get funds under JNNURM, RAY and also funding by HUDCO,” said a source. Once the beneficiaries move to the allotted flats, the jhuggis vacated by them will be simultaneously demolished and the land reclaimed. The vacated land will then be changed to residential or commercial use for DDA’s future disposal.

The 2,400 flats in Dwarka are built with special pre-fabricated technology which involves the use of precast columns, beams, slabs, staircases, and the flats are assembled on site. According to officials, the company has done pre-fab projects in Maharashtra before. The nearly complete flats have a bedroom, a bathroom with ceramic tiles, a kitchen and a lobby each. All housing complexes are likely to have amenities like grocery shops, parks, community centres, chowkidar hut, parking and an anganwadi centre in each block.
