Hoteliers lobby for changing norms to reduce parking space

NEW DELHI: Urban planners may be arguing in favour of creating adequate parking space within commercial complexes to reduce on-road parking, but the hoteliers in Delhi are pushing for changing norms to reduce parking space within the premises.

After the proposal was rejected by Delhi Development Authority (DDA), the hoteliers took up the issue with urban development ministry, sources said. "The issue came up for discussion at a recent meeting and it was decided that DDA will appoint an independent panel to conduct ground survey keeping in mind the hoteliers' demands," DDA vice-chairman Balwinder Singh told TOI.

At present it's mandatory for hotels and commercial complexes to provide three car parking spaces for every 100 sq mt of built-up area under the Delhi Master Plan. But hoteliers want this to be reduced to two car space.

Sources said the decision to appoint a consultant was taken at the meeting chaired by UD secretary Shankar Aggarwal. Some of the hoteliers have claimed in their representation to the UD ministry that even as their underground parking lots are empty, people often park their vehicles outside hotels. Moreover, they have also claimed that many of the guests staying in their hotels don't bring cars and hence the actual demand for parking is less.

The hoteliers have submitted a detailed list of parking space norms followed in other cities in India and abroad. They have claimed it's less than two equivalent car spaces per 100 sq mts of built-up area. "After the consultant submits the report on the practices and norms, we will take a decision," Singh said.

TOI talked to some of the former planners who said 'one-size-fits-all' should not be the approach while deciding parking norms for hotels and other commercial complexes. "The norms should be location-specific keeping in mind people's habit. In Delhi, people don't get out of their homes without a vehicle. So, models of any other city won't fit here," said one of the planners, who has worked with DDA.
