Jung plans facelift operation for DDA

DELHI: A thorough restructuring is in store for the Delhi Development Authority. According to information issued by Delhi LG’s office, an exercise will be carried out “not just to revamp the DDA but to equip it with modern processes to enhance its efficiency.”

National Productivity Council (NPC), with whom LG held a meeting on 11th March, has been engaged to finish a study on the structure of DDA and recommend changes, said sources. The meeting, chaired by LG Najeeb Jung, was attended by chief secretary, vice chairman of DDA, director general of NPC and other officials of the land owning body.

Statement from the LG’s office states that these changes will be in line with the directives of the Delhi Master Plan 2012. Sources, however, give two major reasons behind the LG’s decision. The first being the focus on changing the authority’s role from that of the ‘developer’ to that of a ‘facilitator’ of real estate projects in Delhi; and secondly to do away the inefficiency in dealing with the public at large.

“DDA is not perceived as a very responsive office, especially in dealing with public complaints against their officials. With budding ideas such as land-pooling and transit oriented development (TOD), there is a need towards changing DDA’s role — from taking over a land and developing it commercially/residentially, to facilitating the transfer of land. The responsibility of developing land is now being given over to private players,” said an official, adding that the NPC will now study the existing structure of DDA and suggests changes.
