DELHI: Claiming that the Haryana Registration and Regulation of Societies Act, 2012 goes against the interest of the residents, a group of resident welfare associations is planning to hold a demonstration outside Haryana Bhawan in Delhi on July 4 morning. They say that this Act that has replaced the Societies Registration Act, 1860.
They say the new Act is detrimental to the democratic and autonomous functioning of RWAs and condominium associations. “The new Haryana Act of 2012 is severely disadvantageous for RWAs as well for those living in condominiums as they are not allowed to function the way they should.
In the previous Act, there used to be a provision for a general body but there is no such provision in the new Act. Also, the concept of collegiums should be done away with immediately as it is taking away the democratic rights of the members and giving powers to a handful of people. This is dangerous for all of us,” said R S Rathee, president, Gurgaon Citizens’ Council.
“Further, the Gurgaon district registrar who is supposed to regulate the registered societies, has become a dictator, constantly interfering in the independent day-to-day working of registered associations and societies, and also causing a huge financial drain on those who have painstakingly collected money through membership subscription, events and other means after decades of toil.
Such valuable public money is being wasted on retired government officials through the arbitrary actions of the district registrar. All this is leading to massive corruption and therefore we wish to submit the memorandum,” he said.
