Panaji: Anti-Corruption Branch (ACB) of the directorate of vigilance has booked officials of Goa Housing Board in the sale of commercial plot scam at Colvale.

Based upon sourced information received at the ACB Vigilance regarding illegalities, irregularities committed by the officials of the Goa Housing Board, Porvorim, in connection with the sale of commercial plots at Colvale, Bardez, an enquiry was conducted to verify the facts.

An ACB officer said that the enquiry conducted revealed that the Goa Housing Board, Porvorim, in its 408th board meeting held on December 12, 2009, agreed to dispose the commercial plots at Colvale in the scheme for Rs 3,500 per sq m as minimum bid amount.

The ACB officer also said that the bid was invited under closed envelope system giving wide publicity in the local newspapers which was conveyed to the government along with the notice inviting tender and for which approval was accorded.

The housing board, by way of three tenders, sold 10 plots at Colvale. The ACB officer said that the officials of the Housing Board in violations of the terms and conditions of the notice inviting tender allowed and approved the successful bidders of plots to make delayed payments by imposing penal interest without the approval of the board.

"This resulted in undue benefit/advantage to the persons/parties," the ACB officer said, adding, that so also the bidders who quoted in the tender process for plot no 101/03, 101/02, 101/04, & 101/05 prima facie conspired and managed to rig the tender process of the said plots by forming a cartel. An illegality was committed in order to rig the tender process for plot No 101/01, the officer said.
