Credai president ascertains all constructions follow guidelines

MARGAO: Goan and other investors should not harbour any undue apprehensions about the quality of construction projects in the state on account of the Canacona disaster, Jaganath 'Desh' Prabhudesai, president of the Goa unit of the Confederation of Real Estate Developers Association of India (Credai) said.

RCC residential structures are normally designed to have a life of 100 years, so there is no reason to get panicky about the safety of the building one resides in, he said.

"What happened in Canacona is very unfortunate. I am surprised at how this could happen, as all projects in Goa are constructed after following laid down guidelines and construction bylaws," Prabhudesai said, adding that Bharat Developers is not a member of Credai.
Credai India has formulated a model code of conduct for its members and that is followed in letter and spirit by them, he said.

"In Goa, apartments and accommodation in various projects are not booked until and unless all approvals are in place, as per the regulations and Act in force. The RCC consultant plays a major role in the projects and his views are normally not disputed by the builders in Goa. The projects are constructed under his strict supervision. While it is the moral responsibility of the builder to ensure that the work is properly constructed and that no substandard material is used, the architect is responsible to ensure that all technical aspects of the project are taken care of," he explained.

Stating that the Canacona incident could be an "exception", Prabhudesai said that it could have happened because of "some mischief on somebody's part" but chose not to elaborate.

He did not rule out the possibility of lack of co-ordination between the engineer and the builder that led to the structural instability of the building.

Further, he has suggested that the government evolve some mechanism to monitor the ready mix concrete (RMC) plants in Goa and also casting of RMC concrete at the sites. "The material used as a substitute for sand by some builders should also be checked," he said.
