Pune builders to transfer ownership of flats or will get blacklisted

PUNE: The Pimpri Chinchwad New Township Development Authority (PCNTDA) administration has warned as many as 375 builders saying that the builders would be blacklisted if they fail to transfer the ownership of the flats, constructed by them, in the buyers’ name through conveyance deed in the next three months.

About 10 years ago, the PCNTDA had distributed plots to individuals and developers to construct houses. Many builders had then developed the plots, constructed flats and sold them to people. However, the properties were not transferred in the names of the buyers through conveyance deed.

Prabhakar Deshmukh, Pune divisional commissioner and president, PCNTDA, said, “Many builders have not completed the formalities of transferring the ownership in the buyers’ names yet. Due to this, the buyers face problems while selling the property. Often, the builders blame the buyers and vice versa for the delay in preparing a conveyance deed. We have also received a lot of complaints from the buyers. To sort the issue, we will conduct a camp at our office near Akurdi railway station soon, where we will invite the people who own the flats along with the builders and guide them in preparing conveyance deeds.”

Deshmukh said around 475 builders were allotted plots for construction of flats, out of which only 100 transferred the ownership to the buyers through conveyance deed after construction.

If the remaining developers fail to transfer the properties within three months, the PCNTDA will not allot any plot to them in future, he said.

Yogesh Mhase, chief executive officer, PCNTDA, said more than 1500 buyers will benefit if the transfer is completed.

“Also, we will be sending notices to developers, who have been allotted plots for construction purpose but have not started their projects and are waiting for the land and real estate prices to go up. Strong action against developers is important as we do not want the projects to be delayed making it difficult for people to get affordable houses.”
