BHUBANESWAR: Kalinga Sena supremo Hemant Rath on Sunday alleged that the waterlogging in the capital city caused due to the torrential downpours for five consecutive days is ‘manmade’ and the Bhubaneswar Development Authority (BDA) and the Bhubaneswar Municipal Corporation (BMC) are highly responsible for the problem.

“The capital city Bhubaneswar is now becoming infamous for waterlogging caused only due to unplanned construction. All the 11 natural canals in Bhubaneswar are now encroached. The poor works by the drainage division and lack of monitoring by the BDA and BMC are responsible for the unplanned urban growth, thereby causing various kinds of civic issues like waterlogging,” said Rath.

Citing instances of illegal constructions Rath said, “In the Laxmisagar area, Nilachal Builder Tech has developed its drain on BDA land causing a huge waterlogging problem there. Similarly, in Goutam Nagar, Utkal Builder also erected a building without constructing a proper drainage system. In Damana Chhak, KZK Builders too encroached the natural canal.”

“Housing projects in many localities in and around city suffer from poor planning. With the help of some corrupt BDA and BMC officials many promoters erected their multistoried buildings simply ignoring proper drainage system,” said Rath.

The Comprehensive Development Plan (CDP) for Bhubaneswar, which was prepared by the IIT Kharagpur does not take such issues into account. The Government has only spent crores of rupees in the name of the CDP, alleged Rath.

“We demand immediate vigilance inquiry into the illegal construction and legal action against the concerned officials of BDA and BMC,” said Rath.
