BHUBANESWAR: INSPIRED by the success of town planning (TP) in Ahmedabad, the Bhubaneswar Development Authority (BDA), today signed memorandum of understanding (MoU) with Ahmadabad Municipal Corporation (AMC) in the State Secretariat, The MoU has augmented BDA to replicate town planning model of Gujarat in peripheral areas of Jagasara.
Housing & Urban Development 1 Minister Debi Prasad Mishra who was present during the MoU signing ceremony said in view of growing needs of urban denizens, vibrant town planning is felt imperative. However, the planning process should have interface with people and there should be equitable sharing of benefits among town planning authorities and the people, he advised.
Chief Secretary JK Mohapatra hoped that the MoU will be inclusive, productive and promising.
Development Commissioner Injeti Srinivas who is said to have masterminded the concept of Model Township in Bhubaneswar focused on the several advantages TP would have for the city.
Municipal Commissioner of Ahmadabad, Guru Prasad Mohapatra gave a presentation on micro level planning made for Ahmedabad township. He said that the MoU signed today will yield._ result in three years.
Vice Chairman of BDA Vishal Dev informed about Bhubaneswar township planning which involves
comprehensive development plan (CDP) and zonal development plan. Dev said as per MoU, model townships will be established in the three villages of Jagasara, Durgapur and Madanpur near Gothapatana with provisions like roads, gardens, drainage, sewerage and all other planned facilities for the residents. About 1,200 acres of land has been identified which include about 850 acres of private, 150 forest and rest government land. The model town will be set up there involving all residents with participatory model town will be set up there involving all the residents with participatory mode. The implementation programme will
take about three years time, Dev added.
Since town planning involves land acquisition, it acts as one of the major bottlenecks. The process is difficult, time consuming arid often leading to litigations. However, Gujarat has shown the way out of the acquisition progress. It has achieved success for decades in cities like Ahmadabad and Surat, the presentation revealed.
Despite the fact that Section 27 - 71 of ODA Act, 1982 has detailed provisions on Town Planning Scheme, the State has experienced several obstacles in the field of implementation of the same. The Jagasara model town when completed will lead to its replication in Bhubaneswar and other cities.
