BHUBANESWAR: The State Government has paved the way for unused public land to be given away on temporary lease to private organisations and companies.

With the district authorities receiving applications for use of Government land for short period, the Revenue and Disaster Management Department has decided to accord sanction for temporary lease and come up with a set of principles to govern the process.

Now Collectors can allow temporary use of Government land in favour of private organisations and companies for specific use if the land in question is not contemplated for immediate settlement for the purpose for which it has been reserved. The consent of the Revenue Divisional Commissioner is necessary for the temporary lease.

However, the temporary lease will only be a licence and user agency will have no right, title, interest or exclusive possession over the land, the RDM Department, in a letter to Collectors said. It has made it amply clear that the land will be allowed to be used only for the specific purpose.

The rider for the lease though is if the Government requires the land for any particular purpose during the use by the private organisation, the latter will have to vacate it without claiming any compensation.

The Revenue Department has also fixed the licence fee at 1/10th of the market value of the land payable each year. While permission for use of the land will be given on yearly basis, the licence fee will be decided each year on the basis of the prevailing market value.

The user will have to bear the liability for any damage to the land and pay a compensation which will be determined by the Collector. If not paid, the compensation will be recovered as a public demand under Odisha Public Demands Recovery Act, 1962.

The decision for temporary licence came after the district revenue authorities received scores of applications for grant of temporary lease of Government land for a short period instead of the long period lease which is valid for 99 years. Several companies entrusted with the work of road construction in Kandhamal and Keonjhar have applied for short term lease for establishing stone crusher units needed for the purpose.
