BHUBANESWAR: Seventy-two apartments and 10 educational institutions have come under the scanner of the Odisha State Pollution Control Board (OSPCB) for discharging untreated wastewater.

The pollution board will ask the apartments and institutions to set up sewage treatment plants (STP) on their premises. According to the board, the hostels of the educational institutions generate about 7,200 kilolitres of wastewater a day.

"The hostel kitchens should set up STPs so that the liquid waste is treated and then discharged to the drains. Or pits should be made on their campuses for dumping the waste. The heads of the educational institutions would be asked to comply with the norms and intimate the board. Otherwise, show-cause notices would be served to them," said OSPCB regional officer (Bhubaneswar) Hadibandhu Panigrahi.

He said the board last month had issued a show-cause notice to a big educational institute located at Patia following complaints by locals that water discharged from the hostels polluted the water in the periphery.

The board on Friday served closure notices to nine hotels in Puri and one in Bhubaneswar for violating pollution control norms. The hotels in Puri, which have more than 20 rooms, were earlier served show-cause notices. But as the hotels failed to comply with the norms, such as setting up effluent treatment plants, nine of them were served closure notice in the first phase.

Board sources said discharge of untreated liquid waste contaminates the groundwater. "The untreated wastewater has high content of biochemical oxygen demand (BOC) and chemical oxygen demand (COD), which lowers the level of oxygen in water resulting in bad odour and change in the water colour," said Panigrahi.

Significantly, the 72 apartments in the state capital have flouted pollution control norms. The board found that none had STPs. "We will ask the builders to set up STPs. We are also planning to intimate the same to Bhubaneswar Development Authority (BDA), which approves the building construction," said a board official.

According to the board, although the city has over 400 apartments, only a few have set up the STPs. "While getting the building plan approved, the builders have shown in the drawing space for the STPs. But later on, none of them actually set up the plants," said a scientist of the board.
