Probe into misuse of land allotted for healthcare

BHUBANESWAR: The state government will further probe the alleged diversion of subsidized government land allotted for establishment of healthcare facilities, special secretary (general administration) Niten Chandra told the media here on Monday.

Revenue minister Bijayshree Routray's wife Jyoti is among eight persons who were served show-cause for diverting plots allotted to them, government sources said.

"The general administration (GA) and health departments will inquire into the misuse. Show-cause notices are being issued first. If they don't give satisfactory explanations, action will be initiated against them in tune with norms," Chandra said.

He said the GA department has asked the health department to find out where hospitals exist on plots given for the purpose. The GA department, which is the lessor of the land, will initiate proceedings against the guilty, he said.

He did not elaborate the exact penalty for the violators. Sources said the terms and conditions of allotment included cancellation of lease in case the land was not used for the purpose and initiation of criminal proceedings.

Health minister Atanu Sabyasachi Nayak said after the health department informed the matter to the GA department it is for the latter to take action because it had allotted the lands.

On July 2, a health department affidavit submitted in the Orissa High Court stated it has served show-cause notices on eight persons for using the properties for commercial/residential purposes or for subletting it to third parties.

Revenue minister's wife, Jyoti Routray, was allotted 5,400 sq ft for clinic-cum-maternity home at Kharavela Nagar in 1987. She was served show-cause for using it for residential purposes, the government affidavit in response to a PIL said.

Dilip Mohapatra was allotted 5,600 sq ft in 1985 for establishing a nursing home at Nayapalli. He diverted it for commercial purpose. R C Pradhan (leased 5,400 sq ft at Chandrasekhapur in 1987), used the property as residence. S B Mohanty, allotted 0.106 acre in 1986 at Jayadev Vihar, put part of the land to commercial and rest for residential use.

P K Patnaik, who was allotted 5,400 sq ft at Nayapalli in 1986, sublet the same to another person. The latter is running a nursing home. Patnaik too has been served show-cause.

Susant Kumar Goswami (who was allotted an acre in 2006), Jagannath Mohanty, Sushil Kumar Prusty, among others, have been served show-cause notices for not using the land for healthcare, the government affidavit said. At least eight acre prime government land is suspected to have been grabbed by 13 individuals or organizations in the city.
