BHUBANESWAR: After the relaxation of the model code of conduct, police and civic body authorities are gearing up to conduct a joint inspection of sites where multi-level parking lots can be built.

The city traffic police, along with officers from Bhubaneswar Municipal Corporation, Bhubaneswar Development Authority and the general administration department, were scheduled to scout for land in March, but the process was stalled in view of the model code of conduct.

"Since the Election Commission has relaxed the code of conduct, we will start looking for sites from next week," said a traffic police officer. "Initially, we are planning to construct parking lots along Bidyut Marg and Kalinga Stadium. The joint teams will also scout for other locations," the officer said.

Lack of parking lots has been a cause for concern as it regularly triggers traffic congestion at different places, especially between Vani Vihar and Raj Mahal Squares. The role of BMC, BDA and police has come under scanner as the agencies have so far not toughened their stand against commercial establishments that are flouting parking norms. The situation often slips out of control during rallies and processions by different political parties where the activists parked their vehicles in wayward manner.

To address the parking woes on Janpath, the state government recently proposed to set up two multi-level parking lots near Master Canteen and Rajmahal Square in the city. With three floors each, the proposed parking lots can accommodate 300 light vehicles. But the proposed project has made little headway.

Police have decided to create a traffic park in the city and identified two "tentative" sites. "We will request the Odisha state road transport corporation to provide us a plot behind the existing traffic police station for the proposed park. Another tentative site is near AG Square. The traffic park will impart necessary training and education on road safety to the younger generation, mostly schoolchildren," ACP (traffic) Binod Das said.

There is also a proposal to introduce "mobile" traffic park in the city. "In some metro cities, well-decorated vehicles have been designed as 'traffic parks' with informative messages," Das said.
