CHENNAI: A PIL filed in the Madras high court has said officials in charge of power distribution are indifferent to violations by apartment promoters, who seldom set aside open space for installing transformers within the residential complexes, though it is mandatory as per the Tamil Nadu Electricity Distribution Code.

Though the PIL filed by Coimbatore Consumer Voice represented by its secretary N Logu wanted the court to order necessary action, the first bench comprising Chief Justice Sanjay Kishan Kaul and Justice M Sathyanarayanan declined to issue any directive, saying the court could not assume the role of Tangedco, the generation and distribution arm of the state power utility.

Favouring an exclusive department to deal with the complaints of such nature and take corrective action, the first bench said Tangedco should ensure that consumers used electricity in accordance with norms.

In his PIL, Logu submitted that Sub-regulation 12 of Regulation 29 of the Tamil Nadu Electricity Distribution Code says that any building or premises with an area of 9,000sqft and above should provide 60X40sqft open space within the premises to install a floor- mounted distribution transformer and switchgears.

Giving a list of multistoreyed apartments as well as business premises completed during the past three years, Logu said none of them had left space for installing a transformer. This resulted in voltage fluctuations and overload issues in the localities, he said.

Another irregularity is allotment of more than one service connection to one door number, though rules expressly prohibit multiple connections to a person or an establishment within a door number of sub-door number. Noting that such illegal connections had been given in R S Puram area, Logu said a textile showroom had been given four connections for a single door number and the local authorities did not deliberately convert the low-tension consumer into high-tension customer as per rules. This wanton failure has been causing a huge financial loss to Tangedco, he said, adding that criminal and disciplinary action should be taken against officers in charge of such areas in Coimbatore city.
