No takers for industrial plots in Haldia

KOLKATA: Haldia Development Authority is going to lease out 330 acres of industrial plot, but due to high price of the plots there has not been enough response from the industrial houses.

Just consider the land price – an acre at Basudebpur mouza costs Rs 1.35 crore, while a plot at Baneswarchak is Rs 70 lakh an acre. Those at Jhikurkhali is Rs 68.55 lakh per acre, Rajarampur is Rs 63.67 lakh per acre, Kashbere plot of one acre is priced Rs 62.20 lakh. The major plots are in these mouzas.

The industrial plots had been priced by the land department additional district sub-registrar of Sutahata and accordingly we are going to lease out the plots for 99 years, said P Ulaganathan, CEO of Haldia Development Authority (HDA). He said that the HDA has crisis of land and as the land plots are fixed the price can not be lowered. Moreover, the HDA cannot provide subsidy to promote industries in Haldia, so land prices can appear to a bit on the higher side.

Moreover, the HDA has to organize the rehabilitation of the people who are now occupying some of the plots and their shifting will also cost some money. Again for setting up infrastructure for the industries HDA is going to charge a money which can be as high as 40% of the land cost, though the West Bengal Industrial Development Corporation (WBIDC) has a norm of charging 10% of the land price as administrative cost. WBIDC also charges a premium of 13%.

Once there are enough serious bidders for the plots, then the HDA will appoint a transaction analyst to finalise the deal. The HDA is looking for at least 10 bidders to consider their offers and take a final call.

The industrial plots in most of the mouzas had been priced too high, some industrialists felt and criticized that if the state government had actually wanted new industry to be set up in Haldia then they would have priced it accordingly. Now the plots are beyond reach, an industrialist who owns a factory plot at Haldia said. During the past month, there had been only about seven expression of interests which had been a major dampener for the HDA authority and state commerce and industry department.
