‘Include affordable housing, informal sectors in draft DP’
Activists and experts said the draft should not just be error-free but should also consider other issues, like providing for affordable housing, map slums and rest of the informal sector

MUMBAI: A day after BMC chief Sitaram Kunte told TOI that the final draft Development Plan (DP) 2034 will be error-free, activists and experts said the draft should not just be error-free but should also consider other issues, like providing for affordable housing, map slums and rest of the informal sector. 
 
Citizens say since the administration is well aware of their objections, it will hopefully consider them before republishing the revised draft DP 2034. 
 
Hussain Indorewala, assistant professor, Kamla Raheja Vidyanidhi Institute of Architecture and a part of the Hamara Shehar Vikas Niyojan campaign, said citizens' outrage over the draft DP 2034 was not only because of its factual errors. "It's important that recommendations made by people are also considered. The draft ignored the informal sector completely. While errors can be easily rectified within the stipulated time of four months, it remains to be seen whether they would be able to incorporate the informal sector," he said. 
 
Pankaj Joshi, executive director of Urban Design Research Institute, too emphasized that provisions like affordable housing and mapping of the rest of the informal sector was important. 
 
Advocate Godfrey Pimenta, one of the first activists to point out that the draft DP 2034 had wrongly marked Jehangir Art Gallery as a hospital said, "There were several other typo errors which need correction. I still have my doubts whether they would be able to correct all of it. The authorities also need to consider distinct marking of heritage and religious structures in the city." 
 
Some activists said while the DP is just a land use plan and one can't expect it to deal with all issues, execution of the plan remained the key. "Even if the BMC makes the most flawless plan it might not be able to execute the same. A classic example is the budget they draw up every year, where only less than half the funds are spent while the rest lapses," said environmentalist Rishi Agarwal.
