GURGAON: With the model code of conduct set to kick in anytime, the Haryana state government seems to be in a hurry to issue licences to builders. Earlier this year, the Hooda government had submitted its sub-regional plan to the NCR Planning Board (NCRPB) to lift the ban on fresh licences.

The department of town and country planning (DTCP) has issued a record 134 licences in the last three months to builders across the state which is more than the total number of licences issued in 2013.

According to the data put up by the DTCP on its website, a total of 143 licences have been issued in 2014 up till August out of which 134 were issued from June to August.

Gurgaon resident Chander Shekhar Mishra, who had approached the Punjab and Haryana High Court in January for directions to the Haryana government to finalize its sub-regional plan before issuing licences to builders, has accused the Hooda government of being hasty. According to the court's directives, DTCP had to seek the NCRPB's approval for its sub-regional plan and it was barred from issuing fresh licences.

However, soon after getting the NCRPB nod, the DTCP started issuing licences speedily. According to the latest figures on the DTCP website, of the 134 licences issued from June to August, 98 are in Gurgaon alone.

Of the total licences issued this year, 79 are for housing projects of which 41 were issued in August alone.

No DTCP official was available to comment.
