BHUBANESWAR: Bhubaneswar Development Authority (BDA) has threatened action against state-owned Odisha Co-operative Housing Corporation (OCHC) for allegedly not providing free open space to residents of a housing project developed by it according to its commitment.

BDA planning member Pitabasa Sahoo on November 21 directed the corporation to provide the earmarked space within 15 days or face action under the Orissa Development Authorities Act, 1982. OCHC is an autonomous society under the administrative control of the co-operation department.

OCHC had developed the Indira Gandhi Cooperative Housing Colony plotted scheme at Lingipur in 1987. As per the plan approved by BDA, OCHC was supposed to keep three major open spaces, including a park on the south-east, open space on the west and school/playground in the middle.

The corporation revised the layout plan in 1994 reducing the open space in the middle and sold these as plots. The revised plan was also approved by BDA. Residents of the colony moved the State Consumer Redressal Commission challenging the revision. The commission allowed the change but asked the corporation not to reduce the open space further. However, OCHC is yet to girft the space to the local panchayat authorities as per norms

OCHC managing director Patanjali Tripathy defended the corporation's action. "The committed space continued to remain free. The corporation is not using it for any other purpose. I don't know why the residents have a problem," he said.
