INDORE: To bring in transparency and check corruption, Madhya Pradesh government's ambitious project for online registry of property, underway in five districts, is likely to be implemented across state.

State government, in an affidavit filed before Indore bench of Madhya Pradesh high court on Tuesday, claimed that technical problems in implementation of the new system have been fixed and ready for implementation in other districts.

The state government, through a gazette notification dated December 8, 2014, had implemented e-registration of property on pilot basis. After the notification, properties were registered online through software 'Sampada'.

Challenging the implementation of e-registration, a PIL was filed by Kailash Bansal of Ujjain, following which HC had issued notices to state in January. On Tuesday, state filed a 52-page reply, claiming that till February, around 1,592 property documents were registered in Ujjain through the system and state had earned Rs 7.89 crore as stamp duty and Rs 1 crore as registration fee.

State claimed that new system has helped in checking illegal transactions and bringing in transparency to make registry of property a hassle-free job. "Use of e-registration of property will also help in reducing number of civil and property related cases in the court," read affidavit.

Counsellor of petitioner, Dharmendra Chelawat, said e-registration was implemented with the motive to make registry process easier and speedy, but due to several loopholes in the software, people are facing inconvenience. "The software was designed without following the legal provision, and implementation of e-registration has violated several provisions of Registration Act and Indian Stamp Act," said Chelawat, adding that implementation of the scheme has curtailed several rights of people, including right to appeal against valuation of property under section 47(A) of Registration Act.
