GDA allows extra floor, caters to urban boom

GHAZIABAD: A new era of town planning is set to be ushered in the city after Uttar Pradesh government approved Ghaziabad Development Authority's proposal to amend building bylaws to allow construction of an additional floor, taking it to four.

"With the government issuing the order on Thursday, adopting it in GDA's board meeting next week, is a formality," said GDA vice chairman Santosh Yadav. "Amended building bylaws will not only address the housing problem, but will also be in consonance with environmental and civic needs of the city," he added.

Under new bylaws, an additional floor/storey will be permitted on a plot with an area of 112 sq m and above, so long as the maximum number of individual units did not go over 12. Earlier, the maximum permissible limit was three storeys. "With Ghaziabad land now scarce and expensive, and demand for housing on the rise, we plan to go for vertical rather than horizontal expansion," said Yadav. "This will create more units on the same land," he added.

Under existing bylaws, a plot could only be registered under the name of the first party. Under the new bylaw, each dwelling unit on the same plot can now be registered separately. This will generate massive revenue for GDA.

More units would also mean more cars. Off-street parking has already gobbled up space, but new bylaws will also address this issue. For housing plots, it will allow utilization of 100% of covered area for basement parking, along with stilt floors. Earlier law permitted 25% of the covered area for parking. "GDA will not clear a plan that does not adhere to this parking policy," said Yadav.

Despite falling under the Central National Capital Region (CNCR), Ghaziabad is not subject to provisions of NCR regional plan 2041. Building bylaws in Ghaziabad were the same as in the rest of the state. New bylaws will bring Ghaziabad on a par with other CNCR areas where the NCR planning board act, 1985, overrides all other urban development acts.
