Govt plans pucca houses in slums in Kolhapur

KOLHAPUR : The state government is planning to launch a separate scheme for providing pucca houses to the slumdwellers living in cities such as Kolhapur. The scheme, based on the previous experiences in Mumbai and Pune, is mostly likely to be launched from the city.
State cooperation minister and district guardian minister Chandrakant Patil told TOI on Sunday that successive governments have made efforts to make the cities slum-free. However, the schemes could not achieve the desired goals since they were based on the models implemented in bigger cities.
"We are considering a different model altogether. For instance, there are some 44 notified slums in the city and we have to provide shelter to all the families residing there. We are thinking of private partnerships in such cases. Private construction companies would join hands with us only if we assure them of some space which they could commercialize," Patil said.
The minister said the scheme is part of the Union government's commitment of shelter for all by 2022. "In previous such projects in Pune and Mumbai, the governments had provided extra floor space index (FSI) to the builders. In cities such as Kolhapur, there is no need of extra FSI as the available space is enough. We are working over the economics of the scheme," Patil said.
He has asked the district collectorate to prepare a detailed report on the availability of land and how to implement the scheme in the city. Collector Saini will be preparing a report based on the number of slums, the area, population and how much space could be utilized for the slum dwellers.
"We have a three-point agenda. The first is to bring the poor in the banking network and provide them insurance. Through Make in India and Make in Maharashtra missions, our second job is to concentrate on their job security. The final plan is ensure shelter for them," Patil said.
The Kolhapur Municipal Corporation (KMC) has been preparing a detailed report of the Rajiv Gandhi Awas Yojana in the city since the last couple of years. However, after the change of guard at the centre, the future of the scheme is uncertain.
"Discussions with several stakeholders regarding the new scheme are underway. The builders will not dare to join us unless they are assured of land. There are a few models such as making mandatory for the builders to construct houses for the slum dwellers and poor people in lieu of providing them land at cheaper rates," said a KMC official on the condition of anonymity.
Since 2007, the civic body has provided homes to over 700 beneficiaries under the Union government-sponsored Integrated Housing and Slum Development Programme (IHSDP). The KMC was the first civic body to receive grants in the state for the scheme.
