Ranchi: Jharkhand High Court has directed the CBI to hand over documents pertaining to illegal constructions and misuse of basements in the state capital to a special committee constituted by the state government.

The high court ordered the investigating agency today to ensure that all documents and files seized by it in the course of investigations be presented to the committee.

The court was hearing a PIL filed by one Har Narain Lakhotia, alleging a nexus between builders and officials of Ranchi Regional Development Authority (RRDA) and Ranchi Municipal Corporation (RMC) who allowed the buildings to be constructed without proper plans.

Advocate general R.S.Majumdar told the court that a special committee comprising nine members and headed by the director, urban development department, had been constituted to look into the matter.

The special committee, he said, would study the documents in custody of the CBI and conduct its own independent inquiry in a phased manner.

Majumdar said the committee would study plans and sanctioned maps of commercial buildings and apartments which may have been constructed flouting byelaws.

Though the advocate general urged the court to dispose of the petition, the bench of Justices R. R. Prasad and Rongon Mukhopadhayay was keen to monitor the committee's functioning. Therefore, it adjourned the matter for two months to enable the committee to conduct its inquiry and compile a report.

Lakhotia had alleged that RRDA had passed maps for parking space in building basements which had been subsequently altered and converted into commercial units arbitrarily.

The high court had handed over the matter to the CBI for an impartial investigation of the alleged nexus between government officials and builders in March 2011 after which the agency confirmed that government officials were hand in glove with builders to flout rules.

The CBI had seized as many as 2,500 files from the RRDA. The agency scrutinised several files and also appointed a technical team which visited several construction sites in the capital and compiled its observations.

The observations of the technical committee are also a part of the investigation carried out by the agency which will now be taken over by the special committee.
