Land pooling: AP advised to involve private firms

Hyderabad: The Andhra Pradesh government, which is exploring various systems of land pooling for building its new capital city, has been advised to assign the task of holding negotiations with farmers to private agencies.

In a confidential brainstorming session held in Hyderabad, AP government officials discussed the issue of land pooling with senior officials of various states where new capital cities or townships are being constructed.

A team of officials from the Punjab government reportedly suggested that the AP government enlist the help of private agencies as was done in the case of New Chandigarh, which is being planned just outside Chandigarh. Works for an eco-city and medi-city are underway in nearly 1,600 acres. For these projects, the government roped in companies like Oman constructions and DLF to take care of the land pooling process.

The government's job was only to prepare the regulations with regard to land pooling and private agencies held talks with farmers through 'aggregators', who work as liaising parties. These aggregators were given around Rs 25,000 as incentive for each acre obtained under land pooling. After development of the land, about 40 per cent will be given back to the owners.

The AP government is yet to take a final call on acting on the suggestion.

Officials from the Punjab government reportedly suggested that private agencies be used to take care of the land pooling process for the capital city, as was done in the case of Naya Chandigarh

Gandhinagar model is more assertive with government invoking town planning scheme (TPS) under special town planning act. The elements of land pooling are also there in this method too, but the difference is that in TPS there is no option for the land owner to escape from the pooling. The TDP regime is confident that farmers in VGTM area will agree for land pooling.
