NOIDA: The Noida Authority has said it may cancel lease deeds of plots that are vacant or or only partially built upon if allottees don't maintain their land. The move comes in the wake of repeated complaints from residents that such plots are being encroached upon and misused.
Noida Authority chairman and CEO Rama Raman told TOI on Wednesday he has directed his officials to conduct a survey of such plots across the city, and warned land-owners that allotments would be cancelled if they failed to take care of their plots.
Currently, allottees are required to complete at least 50% construction of the floor area ratio, and thereafter they are entitled to a completion certificate for the building.
"However, we have received frequent complaints from residents and our officers of scores of plots lying vacant and of many others that have been partially completed but lying in a shambles. Some of these are also reportedly being misused by residents for unauthorized land use. They could also be occupied by criminals," said Raman.
He further said that many of the temporary constructions do not have a caretaker, creating a nuisance in their neighborhood. "A survey of the city will be conducted to identify such plots. Thereafter, we will serve a notice and ask allottees to clean and maintain the plot or face confiscation of the land," Raman warned.
Until September 2011, property owners were allowed to seek completion certificates after constructing just 25% of the permitted FAR. In February 2014, however, the Noida Authority had proposed a change in its building bylaws.
At the time, the Authority had said that landowners in Noida will either need to build 100% instead of 50% on vacant plots of land they own, or sell them to someone else who will, to avoid plots being confiscated. The move had come with an aim of ridding Noida of encroached vacant plots. However, this rule is yet to be implemented.
