MMC to have single window system for real estate projects

Margao: In yet another step towards efficient delivery of services, the Margao municipal council (MMC) on Monday launched a single window system for processing construction licenses for new building projects. The system has been designed to ensure that all applications are processed and licenses issued within a timeframe of 10 days.

MMC chief officer Naveen S L, said that while only new construction licenses will be processed under the single-window system for starters, the facility will be extended to include renewals of construction licenses, issuance of occupancy certificates, and even trade licenses in phases.

"The applicants will get SMS alerts on their mobile phones about the status of their applications. They will be notified at regular intervals, about the status after scrutiny, the date of site inspection, and the status of the movement of the file," Naveen told TOI.

That apart, the MMC will be tying up with India Posts for delivery of all types of licenses and NOCs to the applicants.

"The MMC will enter into an agreement with India Posts in a day or two. The idea is to ensure that all the documents are delivered to the applicants the same day that they are posted. The applicants now no longer need to visit the municipality to collect the documents. They will receive them at their door steps," Naveen said.

Asked if there was any other reason, apart from convenience for the public, for placing in place the courier service, Naveen said that the objective was to eliminate "physical interaction" of the public with the dealing hands in the MMC. While Naveen declined to go into specifics, sources said that the move was aimed at curbing complaints regarding corruption in the civic body. Highly placed sources in the MMC said that the chief officer, of late, had received a number of complaints from the public about the delay in receiving the NOCs and other documents.

"If passports can be delivered to the applicants by mail, why can't we (MMC) deliver documents by post?" Naveen said.
