National body seeks legal sanction for RWAs

NOIDA: The recently formed Confederation of All Residents' Welfare Association (CARWA) has sought legal sanction for all RWAs in the country.

In a letter to M Venkaiah Naidu, Union minister of urban development, CARWA has demanded that all RWAs be given legal sanction at par with gram sabhas (in rural areas) under the Constitution's 74th Amendment Act, 1992.

According to N P Singh, CARWA president, it's a well-known fact that in almost every city of India, RWAs have been formed to ensure residents have civic amenities and developmental and welfare activities take place in their localities, blocks, sectors, cities. They've played a pivotal in urban areas.

"It is therefore important that for their proper functioning, RWAs be given legal/constitutional recognition and empowerment," said Singh.

Singh added that if rural areas got sanction for gram sabhas and village panchayats under the Constitution, urban areas should get them too.

"We hope Mr Naidu addresses our demands soon, as an empowered RWA will enable effective functioning of a society," said A N Dhawan, CARWA's executive vice-president.
