MUMBAI: The proposed development plan for the next 20 years will not only cover reservations for amenity plots in the city but also touch on factors like affordable housing, safe pedestrian movement and methods to boost business.

The proposed development plan may ensure a steady supply of affordable housing through an 'inclusionary housing' policy. Rental housing may also be introduced, said sources.

In the previous development plans, affordable housing had been attempted through reservation for public housing and homes for the dishoused, besides the exemption provision of the Urban Land Ceiling Act. These attempts did not yield much.

About 42% of the city population lives in slums. A significant portion of the city's building stock is in the form of rent-controlled chawls that are now dilapidated.

An official said that compared to the last two development plans of 1967 and 1991, the new plan will more accurate, detailed, correct and relevant to the city.

"There will be huge data and maps in detail in the proposed development plan," municipal commissioner Sitaram Kunte said. "We expect maximum suggestions from Mumbaikars on it."

Kunte plans to reveal the proposed development plan before the mayor and group leaders at the BMC headquarters on Monday.

Apart from improving roads, the width of the footpath might be specified.

"Sacrificing the footpath for widening the carriageway may not be possible without amending the plan and community consultation," an official said.

The city's average annual economic growth rate for the last 20 years has been 13%.

"The new development plan will focus on business centres as new centres have emerged due to expansion of transit network, change in economic policies and conversion of manufacturing sites," an official said.
