PMC seeks legal aid to save land reserved for timber market

PUNE: Despite inordinate delay on part of the Pune Municipal Corporation (PMC) to implement all the land reservations earmarked in the 1987 development plan, the standing committee has decided to deploy a battery of lawyers to protect a 57-acre reserved plot on Satara Road from getting converted into a residential zone.

The original owners claim the PMC has failed to utilize the land for the assigned purpose in the last 27 years. "The said land at Bibvewadi was reserved for timber market under the city development plan of 1987. All these years, the PMC hardly did anything to utilise it. So, the owners went to the court demanding their land back. The court ruled in favour of owners. The land will be converted into residential once it's given back to owners," said standing committee chairman Bapu Karne.

Karne said the PMC is required to file an affidavit in the court in this matter. The standing committee of the PMC in a recently held meeting decided to form a committee of high court lawyers and former high court judges which will work with officers of the PMC's law department and guide them in writing an affidavit. The standing committee will take a final call in this matter on Tuesday.

Activists have accused the PMC of failing to execute the 1987 DP. Of the over 600 reservations earmarked for various civic amenities, the PMC has developed only about 200, raising serious doubts about the entire exercise of achieving planned development of the city. The total reservations have covered an area of around 1,000 hectare, of which the PMC has developed only around 200 hectare.

In the development plan, the administration earmarks available land in the city for public amenities like gardens, hospitals, schools, roads and footpaths based on population of a given area. The DP lays out policies and proposals for development and use of land. It is meant to guide decisions on whether development permission should be granted under the given set of rules. The decisions must be consistent and match the DP adopted by the authority after public consultation.

"The acquisition of land has become a big hurdle in developing amenity spaces. Some land owners have even gone to the court which has delayed the acquisition process. This led to delay in utilising land for which it was reserved," said a senior PMC official.
