PMRDA set to take on unauthorised constructions from May 1

PUNE: The Pune Metropolitan Development Authority (PMRDA) will start functioning from May 1 and take control of state land, building permissions and implementation of the regional plan. It will also take over the illegal construction survey from the district collector and take action.

Pune guardian minister and president of PMRDA Girish Bapat met state government officials on Saturday to take review of preparations to make PMRDA functional.

"PMRDA will have its headquarters at the Pimpri Chinchwad New Town Development Authority in Akurdi. Starting May 1, PMRDA will start functioning and the first general meeting will be conducted in second week of May," said Bapat.

"We have already requested the state government to transfer its land in the region to the PMRDA. The PMRDA will start looking into development works and building permissions," Bapat added. Pune region can hope for an integrated development plan, which the new body will be authorized to draft and implement, along with the Regional Plan (RP).

The PMRDA will cover Maval and Pune city entirely and parts of Haveli, Bhor, Daund, Shirur, Mulshi and Khed talukas of Pune district. The authority will comprise Pune and Pimpri Chinchwad municipal corporations and Talegaon Dabhade, Lonavla, Alandi municipal councils along with about 100 villages spread across the district. Pune, Dehu and Khadki Cantonment Board areas, however, are excluded from the PMRDA.

The PMRDA will be the planning authority and will prepare a development plan for Pune metropolitan region and control the development activities in accordance with the development plan and Town Planning (TP) scheme. The PMRDA will also keep a check and take action against illegal constructions in the region. The authority will further ensure that fringe villages follow Development Control (DC) rules framed by the civic bodies while constructing buildings.

The financial model for the PMRDA was also discussed at the meeting conducted by Bapat. Bapat said that the authority must have its own resources so it does not have to depend on state funding.

"The Pune metropolitan region will grow in tandem once the PMRDA starts functioning. The state government is fully supportive of the idea and, in next few years, the region will witness planned and cohesive development. All party leaders will be taken into confidence," he said. Bapat, however, denied any possibility of accommodating elected representatives in the planning body of the PMRDA at this stage.
