Plea to Khattar on 'integrated townships'
A developer discreetly keeps the ownership of common areas and deprives the RWA of its legal rights, under the garb of "integrated townships"

GURGAON: A city-based NGO, Aadhikar, and a group of residents have written to CM M L Khattar and MP Rao Inderjit Singh urging them to solve the problem of "integrated townships" under the garb of which a developer discreetly keeps the ownership of common areas and deprives the RWA of its legal rights.

"There are some condominiums wherein the developer sets up a hotel or a commercial complex and calls it an 'integrated township', which gives him a reason to keep possession of everything - club house, common roads, green areas and maintenance duties, including that of security and sanitary staff. These things should be transferred to the RWA going by the deed of declaration, according to the provisions of the Haryana Apartment Ownership Act," said Subhash Talwar, RTI activist and chief patron of Aadhikar.

"I fail to understand what is an integrated township? There is no mention of this in any Act. How can developers concoct these terms to take a gullible buyer for a ride," asked Praveen Kakkar, president of ALARWA (Ambience Lagoon Residents Welfare Association).

The NGO said the integrated township was akin to the age-old system of zamindari. "The integrated commercial complex stands for personal fiefdoms, reminiscent of the bygone era of feudal hierarchy wherein the residents are reduced to living as tenants in their own apartments," said Subhash Talwar.

Real estate developers, meanwhile, don't agree. "The concept of integrated townships is 'walk-to-work' and was conceived in the US. It is there in some projects of Greater Noida where the township has offices, retail outlets and hotel along with the residential complex. It doesn't matter who maintains the township - RWA or the builder - as long as it is maintained properly," said Yash Handa, a builder and real estate consultant based in Golf Course Road.In an appeal made to the newly-elected state government, the NGO has demanded that a committee of honest bureaucrats be formed to deliberate the issue with the Federation of Apartment Owners Association (FAOA) which is headed by Lt Gen (retd) Satish Bahri to understand the gravity of the mess and take corrective steps so that the rightful owners of the residential units get the possession of common areas in the condominiums built by the colonisers.
