PUNE: The standing committee of Pune Municipal Corporation (PMC) on Friday approved a proposal to provide a discount in premium charges for buildings that follow eco-housing norms.

The civic administration has proposed a concession of 10 to 50 per cent on premium charges which is over and above the development charges that builders can use to regularize balconies and staircases.

The civic administration, since 2007, has been giving a rebate in property tax to households or societies implementing environment-friendly initiatives such as rainwater harvesting or solar water heaters. Buildings with vermicomposting systems also get discounts.

The eco-housing assessment criteria have been developed by the International Institute for Energy Conservation, The Energy Resources Institute and the Science and Technology Park, University of Pune, under the USAID-GDA sponsored eco-housing initiative.

A developer can use various measures to build an eco-friendly building; some measures are mandatory, some are voluntary. Each measure has been assigned points depending on the environmental impact.

Points can be earned by meeting the performance goal. The assessment criteria have 88 measures spread over eight focus areas — site planning, environment architecture, efficient building materials, water conservation, energy-efficient lighting, solar water heating, waste segregation and other innovative echo-friendly technologies. Only 27 of the 88 measures are mandatory.

In other decisions, the standing committee postponed a decision on a new payment system for PMPML to next week. A better management of PMPML's finances is likely. The civic body will give funds in "monthly installments" to the transport utility for its operations.

"We want to know how PMPML will address issues related to services. Hence, we postponed the decision," said Ashwini Kadam, chairman of the committee.
