State govt plans to 'regularize' unauthorized constructions

MUMBAI: For unauthorised constructions such as the one of Campa Cola in Worli comes a ray of hope. The constructions over and above permissible limits may get relief to some extent, albeit subject to certain conditions, as government has formed a committee to suggest ways on the lines of the policy already firmed up to 'compound' such constructions in rural areas. 

Meanwhile, he assured people that they would fly to the temple town of Shirdi this year as the new airport would be made operational soon. Rao also said an enactment banning spitting in public places and its execution would be proposed soon. He revealed that the establishment of National Law University at Mumbai had already been notified by the government and the Vice Chancellor had been appointed. 

The governor CH Vidyasagar Rao's joint address to both the houses of state legislature on Monday said, "To prohibit unauthorised constructions in the rural areas of the state and for controlling such unauthorised constructions subject to certain conditions, Government has already taken a policy decision to compound such unauthorized constructions. For this purpose, necessary amendments in the concerned Acts, have been approved by the State Legislature in its last winter session at Nagpur. A Committee headed by the Municipal Commissioner of Greater Mumbai has been constituted to address the similar issues in urban areas." 

Rao also revealed that the 30 towns which will be developed as smart cities would have different themes such as education, industry, entertainment etc. "State Government intends to develop maximum number of Smart Cities in the State. These Smart Cities will consist of 30 towns will focus on different themes like education, medical, entertainment, industry etc. In this context, Study Groups have been formed to suggest the Road Map," he said. 

The Maharashtra State Road Development Corporation, which built Bandra Worli sea link and roads in many cities will come up in new avatar to modernize highways and expressways. Rao said in order to maintain the primacy of the State in industrial development, tourism and service sectors and to enhance employment opportunities, a programme for creation and modernization of roads, highways and expressways would be undertaken by MSRDC. "The construction of a Ring Road around Pune city and creation of smart cities in specific areas has been proposed. A Government company namely MSRDC India International will be formed to undertake other projects in the State," he added. 

"In order to ensure safe and smooth supply of blood to the patients, the Government has planned to establish NAT (Nucleic Acid Testing) centres in the State. In order to prevent spreading of contagious diseases, an enactment for prohibition of spitting at public places and thereby maintaining hygiene and cleanliness will be proposed," he said. 

"As a part of ambitious plans for Maharashtra Tourism in the coming year, the Government has plans to promote the State as an all season tourist as well as a great investment destination. A special tiger protection force to protect tigers in forest reserves in Vidarbha will be set up soon," he added. 


On the lines of central government, the state government has decided to develop Smart Cities, that will consist of 30 towns focusing on different themes like education, medical, entertainment, industry etc. In this context, Study Groups have been formed to suggest the Road Map. 

To prohibit illegal constructions in the rural areas, necessary amendments in the concern Acts have been approved by the state legislature in the Nagpur winter session. A committee has formed on the same line under BMC commissioner Sitatam Kunte to address the issue of urban area. 

Government has decided to acquire lands for large scale construction of Affordable Houses through MHADA. The Government has also decided that the land acquired by MHADA in the past will be reserved for construction of houses only. 

The Government has decided to establish special and fast track courts for speedy disposal of cases relating to sexual harassment of women and children. 

The state government has proposed that GPRS based system will be installed in Meru and other Private Taxis service and front seat of the taxi will be reserved for woman in share taxis. 

State has proposed to construct grand memorial of late BJP leader Gopinath Munde at Aurangabad. It will pursue the matter with the centre for transfer of land of Indu Mill for construction Dr Amedkar's memorial besides acquiring his London home. 

The government has decided to develop a new city around upcoming NAvi Mumbai International Airport over 600 sq km which will be called NAINA. 

The government will set up 44 export centres all over state. Also in order to identify plant diseases in Alphonso, a project has been set up at Vashi market and a European delegation has given positive response to this project, which would ease the difficulties in the export of Alphonso. 

The state government has proposed to create Special Tiger Protection Force in Melghat and NAvegaon-Nagzira Tiger Reserves on the line of Pench and Tadoba Tiger projects. It should be noted that there is significant rise in population of tiger in Tadoba. 

Under the National Land Records Modernization, online e-mutation programme will be implemented from April 1, 2015 in the State and all land records will be available on the laptop of Talathis from October 2, 2015. 

The Government has decided to fix minimum age for admission for nursery and Standard 1st at three years and six years respectively. This decision will be implemented from 2016-2017 and 2019-2020 respectively. 

The Government of India has recently announced the Electronic Travel Authorization for 143 countries to boost tourism in the country. To tap this new initiative, state is organizing first Maharashtra International Travel Mart in Mumbai in September 2015. 

Financial assistance in case of human death due to attack by wild animals like tiger, leopard has been increased from Rs 5 lakh to Rs 8 lakh with effect from 15th January 2015.
