| BDA comes up with new laws modernize capital’s horizon |

For the people of the capital city, sky scrappers, helipads, roof-top parking lots, multiplexes and integrated township will soon become a usual sight as the Bhubaneswar Development Authority(BDA) has come up with its new building construction regulation with several futuristic provision to adjust with city’s fast pace.
The new by-laws have introduced several new concepts like security deposits, farm house, out houses, sub division of land and provision for disabled persons, aspects that were lacking in the previous regulation. Planning member K. C. Satpathy said “This new regulation was formulated keeping in mind the city’s fast growth in the recent past. The city development plan has been taken into consideration while formulating the rules.”.
The BDA has decided to in crease the floor area ratio (FAR) from 2 to 2.75, giving scope for more construction and high rises in the city. With an aim to promote IT and IT-Enabled Services (ITES) companies in the city, BDA has decided to give additional FAR of 0.25 to them. Housing schemes for low income groups will also get an additional FAR of 0.25 for the development of the urban poor. However, no limit has been set for the height of buildings as it would depend on the width of the road in front of the building
“The new by-law are definitely more modern, but without a zonal development plan, some rules may pose problems in the future. The rise in the FAR will help the real estate development more then the general public. Beside, it is very important to streamline the park and traffic system in the city,” said chairman of the Indian institute of Architect (Orissa chapter), A.K. Beuria.
According to the new regulation, more emphasis has been laid to parking and fire services in malls, shopping centers, multiplexes and other commercial building as they have to provide 60 percent of the built-up area for parking. Besides there is provision for roof top parking in commercial houses. “Misuse of the area specified for parking of vehicles will be removed or demolished by the authority, “the law stated.
“People have to pay a refundable security deposit of Rs.100 per sq.meter to the government for the construction of apartment, and group and commercial housing. This provision has been made to check violation of rules and deviation from the approved plans,” Satpathy added
Under these by-laws, people can directly approach the BDA office and get their building plans approved without any hassles. The by-law will allow only empanelled architects or planner to approve building plans. Rain water harvesting has been made mandatory for all houses covering more then 300sq meter area. |
