The present Nagpur Master Plan lacks clarity, says Prashant Sarode, President, Credai Nagpur Metro. The Nagpur Municipal Corporation has prepared the Revised Comprehensive Development Plan [CDP] which will be very helpful in deciding the direction of future growth of the city.

1. Credai Nagpur Metro has recently conducted a workshop on “Simplification of DCR [Development Control Regulation] Rules” for the city? What was the basic idea?
A. Any DCR is expected to be easy to interpret. One should not be able to draw multiple meanings from any Rule. Also there should not be any contradicting provisions in the Rules.
Also, in Nagpur there are Three Sanctioning Authorities and there is no coordination between them. Many a times, they interpret the same rules differently. Hence it becomes difficult to follow the Rules properly. CREDAI Nagpur Metro is deliberating an exercise in coordination with senior architects in the city to resolve such kind of issues in the present DCR of Nagpur city.
2. Which are the key hurdles before the realtors in Nagpur, which need a conscious attention from the Govt.? What are your recommendations to the civic authorities?
A. The developers in Nagpur are facing hurdles in obtaining speedy building sanctions from the sanctioning authorities. The main reasons contributing to this situation are lack of clarity in interpretation of Bye-laws and Non-existence of specific time frame for the sanctioning process along with the other reasons. The civic authorities, needs to look in to these issues related to interpretation and modification of DCR and resolve the same in the expedient manner.
3. Nagpur lacks a concrete master plan yet. Would you like to throw some light into that?
A. Nagpur do have a good Development Plan but in a way it is true that presently it is lacking in clarity in its master development plan. But now things are moving fast and all the possible efforts are being made by the State Government and the planning authorities to identify the potential growth areas. The Metro Region Planning Authority, Nagpur Improvement Trust [NIT] has already published New Development Plan for suggestions and objections of the public. It is expected that the process of finalizing the DP will be made in time-bound manner.
The Nagpur Municipal Corporation has also prepared the Revised CDP which will be very helpful in deciding the direction of future growth. Our leader in the center Shri Nitinji Gadkari and the Chief Minister Shri Devendra Fadnavisji will surely put their best efforts in mobilizing the things in a right direction.
4. Big developers like DLF, Raheja, Shapoorji Pallonji, Mantri has shown keen interest in the city to develop townships. What are the likely investments you expect to be drawn into these proposed projects?
A. It is true that many big developers have keen interests in developing the Townships around the city. Many of them have even procured the land. But very few of them have started the actual work. Most of them are waiting for the right time. I think, participation of these big builders will definitely help in boosting the growth as their presence will create faith in the minds of investors. I think that these developers together may bring in outside investment to the tune of few thousand crores, which will transform this region in to a growth hub.
